Issued by the postmaster of Madison after Florida had joined the Confederacy and supplies of U.S. stamps were exhausted, it was used to indicate prepayment of postage, the stamp usually being removed before leaving the Madison office, although a few examples apparently entered the mails, according to Postmaster S.J. Perry, in his famous letter to J.W. Scott, reprinted in Luff, with 1990 P.F. Certificate, which reads: "It is a genuine printed adhesive used as indicia of prepayment of postage at Madison, Florida but not authorized by the U.S. Post Office."
