AN INCREDIBLY RARE CHICAGO ZOUAVE PATRIOC COVER TO FINLAND, ROUTED THROUGH THE CHICAGO EXCHANGE OFFICE. The majority of mail to Europe was processed at either the New York or Boston exchange offices. This cover to Finland was marked and rated at the Chicago exchange office, in itself a very scarce usage.
