This is No. 2 of only three 10c Agriculture usages listed in the Campbell census (Chronicle No. 194, May 2002). Campbell incorrectly reported the destination as Rutledge, Virginia, but Grainger County is, in fact, in Eastern Tennessee. The third 10c Agriculture usage listed by Campbell is a portion of the label (essentially a "piece" and offered as such in the Markovits sale).
