by Frederick Watts (Commissioner), addressed to Rutledge, Grainger Co., Tenn., minor stainsONE OF THREE RECORDED USAGES OF THE 10-CENT AGRICULTURE DEPARTMENT STAMP, ALL OF WHICH ARE ON "PUBLIC DEPARTMENT" LABELS SIGNED BY FREDERICK WATTS, AND ONLY TWO OF WHICH ARE FULL LABELS. This is No. 2 of only three 10c Agriculture usages listed in the Campbell census (Chronicle No. 194, May 2002). Campbell incorrectly reported the destination as Rutledge, Virginia, but Grainger County is, in fact, in Eastern Tennessee. The third 10c Agriculture usage listed by Campbell is a portion of the label (essentially a "piece" and offered as such in the Markovits sale).
