French receiving backstamps, few small edge tears, otherwise Very Fine,
colorful franking during "Phantom Rate" period, 12c was the
unannounced rate to France and Algeria via England after expiration of the
U.S.-French postal treaty, this cover was prepaid for old 15c rate and
credited for 12c rate, signed Ashbrook
