Secretary of War, Richmond Va." and marked "OB" for official
business, cover with top flap removed and reduced at top, stamp and cover
with waterstain, otherwise Fine, Breckinridge was appointed in Feb. 1865,
making this a very late use of the officially perforated stamp -- also the
only known use to a Confederate cabinet member -- ex Everett, with 2004
