August 1862 T.C. Howard P.M. Per R.M. Wall Ast P.M.", reverse signed
across the seal and with ms. at top "Recd on usual Oath of the Post
Master clear to open Sept. 9th, 1862 Isaac R. Hall, Clerk" reduced at
