No other values of the set are listed in Scott Catalogue showing an unadopted frame. The series was issued with no outer frame ornamentation. Frame ornamentation of a different type was eventually adopted for the later Bureau issues. (Image)

EXTREMELY FINE. PROBABLY THE ONLY MINT NEVER-HINGED EXAMPLE OF THIS RARE PLATE BLOCK IN EXISTENCE.

Plate 25 was the only plate used to print the 90c 1890 Issue, and plate blocks of this high value are exceedingly rare.
