cds##A REMARKABLE MIXED FRANKING THAT EVIDENTLY PREPAID
BOTH THE CUBAN POSTAGE AND THE GPU RATE TO GERMANY.##Cuba
and other Spanish Colonies joined the General Postal Union
on May 1, 1877. Between 1875 - when the United States
joined the GPU - and Cuba's 1877 entry date, there was
some confusion over the regulations governing prepayment
international postage rates, resulting in non-regulation
frankings. In this case the sender prepaid 50 centimos (10
cents U.S.) with Cuban stamps and 5c U.S. postage to
Germany with the 5c Taylor stamp. Recognizing the U.S.
stamp and Cuba's GPU status, the New York exchange office
treated the letter as fully prepaid and sent it on to
