24c Green & Violet (120). Rich colors, centered to T.L., used with 6c Ultramarine, 12c Green (115, 117), each stamp cancelled by identical cork with duplexed "Portchester N.Y. Mar. 19" (1870) cds, 24c just tied at top between perfs, on cover addressed in purple to Lima, Peru, red New York cds and "12" credit hs, blue Lima receiving backstamp, reduced slightly at right. This cover from the Davis correspondence (the so-called Portchester find) is the second in the series dated after the rate change from 34c to 22c. The 42c franking on this cover does not represent correct postage - 22c would have been the single rate (with the corresponding 12c credit shown), and 44c is the correct double rate. Because of the anomalous franking, the P.F. declined to authenticate this cover when it first reached the market in 1966. After carefully examining the stamps, their tying cancellations and the cover itself, we are of the opinion that all stamps originated and there is no missing postage. Our explanation is that the sender, after learning of the new rates, simply miscalculated or misapplied the postage. At New York, the exchange office treated the letter as a single rate and credited 12c. Another Davis cover, mailed March 4, 1870, days after the new 22c rate went into effect, was incorrectly prepaid at the old 34c rate (see Christie's Ishikawa sale, lot 677). Similarly, other Davis covers are recorded with incorrect credits (Jul. 20 double 22c rate with 12c single rate credit) or re-ratings (May 4 with 48c credit overstruck by 24c). Given the physical evidence and the other Davis covers showing inconsistencies in prepayment and credits, we do not feel that this cover should be denied its status as a genuine usage. However, it is the buyer who must decide for himself whether or not to acquire the cover, because the P.F. may disagree with our analysis | E. 4,000-5,000 | 3,250.00 |
